Vietnam sets a target of 70 million tons of crude steel by 2050: A big step towards “green steel”

The Vietnamese steel industry is entering a period of significant reshaping with a focus on sustainable development, high technology, and reduced dependence on imported steel. The government’s official approval of the Steel Industry Development Strategy to 2030, with a vision to 2050, is considered a crucial milestone, ushering in a new growth cycle for this fundamental industry.

Aiming to become a regional steel production hub.

According to Decision No. 261/QD-TTg signed by Deputy Prime Minister Bui Thanh Son, Vietnam aims to develop its steel industry in a modern direction, focusing on high value-added, environmentally friendly products and participating more deeply in the global supply chain.

The new strategy focuses not only on expanding production scale but also emphasizes quality, technology, and long-term self-sufficiency in raw materials. This is seen as a strategic move in the context of the global steel industry being strongly impacted by the green transition trend and international trade competition.

Target of 26 million tons of crude steel by 2030

According to the plan for 2030, the Vietnamese steel industry aims to achieve a crude steel production of approximately 25-26 million tons per year, with an average growth rate of 7-8%.

For finished steel products, the production target is expected to reach approximately 32–33 million tons per year. Simultaneously, per capita steel consumption is projected to increase to 270–280 kg/person/year – reflecting growing demand from the construction, infrastructure, mechanical engineering, and high-tech industries.

Notably, the steel industry is expected to meet approximately 80–85% of domestic demand in the initial phase of the strategy, thereby significantly reducing dependence on imported steel.

Green steel becomes a key focus.

One of the most notable aspects of this strategy is the shift towards producing “green steel”—a trend that is becoming the new standard for the global steel industry.

The government prioritizes projects that apply modern technology, save energy, reduce emissions, and are environmentally friendly. This is not only a requirement for sustainable development but also a crucial condition for Vietnamese steel to enhance its competitiveness in major export markets.

In addition, the strategy also aims to develop high-value specialty steels such as alloy steel, stainless steel, tool steel, and steel for defense and security. These are segments where Vietnam currently relies heavily on imports.

Accelerate investment in infrastructure and technology.

During the period 2035–2050, Vietnam aims to increase crude steel production to approximately 65–70 million tons per year, while simultaneously increasing finished steel production to 75–80 million tons per year.

The strategy also identifies a focus on developing large-scale steel production complexes in areas with advantageous deep-water ports to optimize logistics and raw material supply chains.

The key products prioritized for research and production include:

  • Steel rails for high-speed rail systems
  • High-strength steel plates for heavy industry
  • Corrosion-resistant steel for offshore and island structures.
  • Seamless steel pipes for the liquefied natural gas and energy industries.

These directions indicate that Vietnam’s steel industry is no longer solely focused on production volume, but is strongly shifting towards a high-tech strategy and greater added value.

The opportunities are great, but the competition is also fiercer.

Experts believe that the new development strategy will open up great opportunities for domestic steel businesses as market demand continues to increase strongly thanks to public investment, urbanization, and industrialization.

However, alongside the opportunities come increasingly fierce competitive pressures from international environmental standards, the trend towards reducing carbon emissions, and ever-higher technological demands.

In this context, Vietnamese steel companies are compelled to accelerate technological transformation, invest in green production, and improve management capabilities if they want to participate more deeply in the global value chain.

The strategy for developing the steel industry until 2050 is therefore not only about increasing production, but also a crucial step for Vietnam’s steel industry to move closer to the goal of sustainable development and international competitiveness.
